The Tarot is an ancient secret language which came about when the Powerful Magus were forbidden to speak to each  other. The Magistrate was terribly afraid of them and was fearful of being overthrown. In order for the Magus to communicate they put mighty symbols on paper. Only they knew what the symbols meant. The Tarot did not start as a game. The use of them as a game came much later.
